When editing the servers loot and other XML configs it is easy to make a syntax error, doing this will result in a complete failure of DayZ's Central Economy system and cause big issues like no loot spawning.
If this is happening to you, view your types.xml by going to your File Manager > MP Missions > DayZOffline.ChernarusPlus (Or enoch for Livonia) > db > types.xml
Open you types.xml and copy all of the contents DO NOT DELETE THE CONTENTS IN TYPES.XML and open an XML validator, we recommend https://www.xmlvalidation.com/ and paste your types contents into the website and validate, if there is an error in your XML it will show you where, correct this in your original types.xml on your Control Panel, save and restart the server and your loot should be back to normal.
